September 8th, 2025 Regular Board of Education Meeting Minutes

A regular meeting of the Board of Education of the Creighton Community School District No. 13 was held on September
8, 2025, at 7:00 p.m. in the High School Library.
Notice of the meeting was given in advance thereof by publication in the Knox County News, as shown by the Affidavit
of Publication attached to the minutes.  Notice was also posted at the City Offices, front door of the high school, and
front door of the elementary school.
The notice of the meeting was simultaneously sent to all the members and a copy of their acknowledgment and receipt
of notice and agenda is attached to these minutes.  The availability of the agenda was communicated in the advance
notice as was the notice to the members of this meeting.  All proceedings hereafter shown were taken while the
convened meeting was opened to the attendance of the public.  The agenda for the meeting is attached and
incorporated into these minutes.
President Kuhlman called the meeting to order at 7:00 p.m.  He announced that the Open Meeting Laws Act Poster was
displayed on the wall at the entrance.
Members present: Greg Kuhlman, Josh Key, Amy Borgmann, Eric Roskeland, Erik Burns, and Dixie Hanefeldt
Others Present:  Superintendent Weber, Principal Nilson, Principal LaDeaux, Secretary Hoffman and district patron
The Pledge of Allegiance was recited.
Key moved to move the agenda.  Seconded by Hanefeldt.  RCV:  6-0. Motion Carried. 
There was no public comment.
Reports:
A. Superintendent Weber shared that Jay Martin, the NDE school safety director, will speak on October 29. We
received the clean diesel grant for $33,000 towards the new bus. We are currently scheduled to host District
play on December 3 rd , however there is a chance that it may be moved to December 2 nd .
B. Elementary Principal LaDeaux is working on a tiers of behavior and logical consequences reference for staff,
updated the board on recent drills, and stated that WIN session will begin soon.
C. Principal Nilson stated that MAPS testing will begin tomorrow, Kevin Kush spoke to 7-12 students and then all
certified staff on August 22, and shared information on a track timing system.
D. There was no president’s report.
E. There were no committee reports.
F. A thank you from Isaac Hoffman for the McDowell Trust Scholarship was read.
The consent agenda consisted of the monthly financial reports, bills, approval of August 11, August 25 and September 2
minutes, approve updated master calendar to reflect no school for hosting District One Act on December 3 rd , and
approve the Creighton Teacher’s Association as the collective bargaining agent for 2026-2027. Hanefeldt moved to
approve the consent agenda. Seconded by Key. RCV: 6-0. Motion Carried.
Discussion/Action Items:   
A. Superintendent Weber shared information on the budget for 2025-2026. Key moved to approve the 25-26
budget as presented. Seconded by Burns. RCV: 6-0. Motion Carried.
B. The tax request was advertised. President Kuhlman read the tax resolution. Roskeland moved to approve the
25-26 tax request and request resolution as presented. Seconded by Key. RCV: 6-0. Motion Carried.
C. The October board meeting will be held on October 13 th at 7:00 p.m. We are hosting Knox County volleyball that
night as well.
D. Borgmann moved to approve the registrations of Key and Hanefeldt for the Labor Relations Conference October
1 and 2 and Key for the State Education Conference in November. Seconded by Kuhlman. RCV: 6-0. Motion
Carried.

At 7:27 p.m., Burns moved to adjourn the meeting. Seconded by Kuhlman. RCV: 6-0. Motion Carried. The next regular
meeting of the Board of Education will be held on Monday, October 13, 2025 at 7:00 p.m. in the high school library.
