May 2022 Minutes

The regular meeting of the Board of Education of the Creighton Community School District No. 13 was held on May 9, 2022, at 7:00 p.m. in the High School Library.

Notice of the meeting was given in advance thereof by publication in the Knox County News, as shown by the Affidavit of Publication attached to the minutes.  Notice was also posted at the City Offices, front door of the high school, and front door of the elementary school.

Notice of the meeting was simultaneously sent to all the members and a copy of their acknowledgment and receipt of notice and agenda is attached to these minutes.  Availability of the agenda was communicated in the advance notice as was the notice to the members of this meeting.  All proceedings hereafter shown were taken while the convened meeting was opened to the attendance of the public.  The agenda for the meeting is attached and incorporated into these minutes.

President Fanta called the meeting to order at 7:00 p.m.  He announced that the Open Meeting Laws Act Poster was displayed on the wall at the entrance.

Members present: Duane Fanta, Greg Kuhlman, Amy Borgmann, Matt Fritz, Toni Tauber and Dixie Hanefeldt. 

Others Present:  Superintendent Weber, Secretary Hoffman, and district patrons.

The Pledge of Allegiance was recited.

Fritz moved to approve the agenda, seconded by Hanefeldt.  RCV: 6-0.  Motion Carried.

There was no public comment.

Reports:

1. Superintendent Weber shared that the transportation committee met and discussed purchasing a second passenger van.  The one we ordered last fall hopefully will go in production in June.  We will advertise for bus driver substitutes.  We have applied for a emergency connectivity grant.  If we would receive it we will be able to purchase $90,000 of ipads, chromebooks, etc for $10,000.  The state will be releasing new math standards in the next few days. 
2. Principal Nilson stated that spring sports are winding down.  The sophomores took the Pre-ACT.  Wind has damaged the pole vault pit and we have turned it into insurance.  The school improvement team met with Rhonda Jindra from ESU 1 to prepare for our next visit in 2024.  High school students have requested their classes for next year.
3. Board president Fanta thanked members for turning in the superintendent evaluations and stated that graduation went well.  He also shared that he received a resignation letter from the board for Matt Fritz effective May 19.
4. There building and grounds committee met to discuss summer projects.  The lower white section of the gym will be repainted, two trees in front of the school removed, and some cement work done in the playground.  The HVAC project will be finished once school is out.  The committee discussed a grant for a new bus and possibly purchasing another passenger van.  They also looked at some quotes for working on the track, which was discussed later in the agenda.
5. There was no correspondence.

Hanefeldt moved to approve the consent agenda consisting of the monthly financial reports and bills (with the Creighton 59 bill pulled) and the April board minutes.  Seconded by Kuhlman.  RCV:  6-0.  Motion Carried.  Fritz moved to approve the Creighton 59 bill, seconded by Borgmann.  RCV:  Fritz – yes, Fanta – yes, Borgmann – yes, Hanefeldt – yes, Kuhlman – yes, Tauber – abstain.  5-0.  Motion Carried.

Discussion/Action Items:

1. Mr. Pfanstiel will teach driver’s ed again this summer.  Fritz moved to approve a driver’s education fee of $275 per student for the 2022 class.  Seconded by Tauber.  RCV:  6-0.  Motion Carried.
2. The superintendent evaluation was compiled by President Fanta and shared with Superintendent Weber.  Tauber moved to approve the superintendent evaluation.  Seconded by Borgmann.  RCV:  6-0.  Motion Carried.
3. Superintendent Weber explained that we have had a few questions about other schools using our track for practice.  The administration contacted area schools that let other schools use their track and found that some don’t charge and one charged between $100-$150 per practice.  Policy 1006.01 (Community Use of Facilities) addresses our own students, community, etc using the facilities, not other towns.  Board members discussed charging per practice, a set fee  per year, or an upfront payment guaranteeing so many years of using the track.  Superintendent Weber will talk with Verdigre’s administration.
4. The building committee shared that they had looked at two potential proposals to work on the track.  The sides of the track are pulling lose from the base and there are cracks and low spots throughout the surface.  Two different companies sent in proposals. The board discussed the different options outlined in the proposals, from replacing the base of the track to removing the top coat, repairing the cracks, and reapplying the poly base mat.  Repairing the cracks and low spots and applying a new poly base mat would be much cheaper.  The board gave Superintendent Weber permission to talk to the lawyer to get sealed bids.  The board can reject any and all bids.  Discussion was also held on the area behind the football bleachers.  A retaining wall or cement pad needs to be placed there to prevent water from washing under the bleachers and on to the track. Discussion occurred about building a storage shed there or building bathrooms again on the site.  No decisions were made. 
5. There was no discussion on a side letter agreement to the negotiated agreement as it was not needed. 
6. There were no certified teacher hires.
7. Every year the school purchases student accident insurance thorough Student Assurance Services.  Fritz moved to approve the student accident insurance.  Seconded by Hanefeldt.  RCV:  6-0.  Motion Carried.
8. The state released new English Language Arts standards.  Every school in the state is required to adopt the standards for core content areas.  Kuhlman moved to approve the 2021 NDE ELA standards as presented.  Seconded by Fritz.  RCV:  6-0.  Motion Carried.
1. There are no upcoming board member conferences.

At 8:11 p.m., Hanefeldt moved to adjourn the meeting.
