November 2022 Minutes

A regular meeting of the Board of Education of the Creighton Community School District No. 13 was held on November 14, 2022, at 7:00 p.m. in the High School Library.

Notice of the meeting was given in advance thereof by publication in the Knox County News, as shown by the Affidavit of Publication attached to the minutes.  Notice was also posted at the City Offices, front door of the high school, and front door of the elementary school.

Notice of the meeting was simultaneously sent to all the members and a copy of their acknowledgment and receipt of notice and agenda is attached to these minutes.  Availability of the agenda was communicated in the advance notice as was the notice to the members of this meeting.  All proceedings hereafter shown were taken while the convened meeting was opened to the attendance of the public.  The agenda for the meeting is attached and incorporated into these minutes.

President Fanta called the meeting to order at 7:01 p.m.  He announced that the Open Meeting Laws Act Poster was displayed on the wall at the entrance.

Members present: Duane Fanta, Greg Kuhlman, Dixie Hanefeldt, Erik Burns, Amy Borgmann and Josh Key.

Others Present:  Superintendent Weber, Principal Nilson, and Secretary Hoffman

The Pledge of Allegiance was recited.

Key moved to move upcoming dates to before adjournment on the agenda.  Seconded by Hanefeldt.  RCV:  6-0.  Motion Carried.  Kuhlman moved to approve the agenda, seconded by Burns.  RCV: 6-0.  Motion Carried.

There was no public comment.

Reports:

1. Superintendent Weber shared that Creighton’s mental health plan is one of the most detailed in the state and is being used as a model for other schools.  Pro Track and Tennis is wondering if we want to make the track a true 400 yard track.  It would require some additional cement work.  Blue Cross Blue Shield will go up 6.8% next year.  The elementary has started doing daily math interventions.

1. Principal Nilson shared a PowerPoint on School Improvement.  Math teachers have met to review curriculum and standards.  A committee met on Save2Help training.

1. There was no president’s report.

1. The civics committee met prior to the board meeting.

1. There was no correspondence.

Borgmann moved to approve the consent agenda consisting of the monthly financial reports and bills (pulling out the Burns Lumber bill) and the October 10th board minutes.   Seconded by Hanefeldt.  RCV:  6-0.  Motion Carried.  Kuhlman moved and Key seconded paying the Burn’s Lumber bill.  RCV:  5-0-1 Kuhlman – yes, Borgmann – yes, Burns – abstain, Fanta – yes, Hanefeldt – yes, Key – yes.  Motion Carried.  

Discussion/Action Items:   

1. The board has reviewed Policy 502.02R1 (Option Enrollment Resolution) at prior meetings.  Borgmann moved to approve 502.02R1 as presented.  Seconded by Burns.  Motion Carried.  

1. We haven’t received the audit yet so Burns moved to table it until the December meeting.  Seconded by Key.  RCV:  6-0.  Motion Carried.   

1. Superintendent Weber handed out the superintendent evaluation instrument to be completed by the December meeting.  

1. Hanefeldt moved to approve the 2023-2024 teaching contract for Tory Stevens for art.  Seconded by Kuhlman.  RCV:  6-0.  Motion Carried.  

1. Our current floor scrubber is 13 years old and is having some issues.  Superintendent Weber and Ron Wagner have received a few quotes and would like to go with the slightly larger scrubber from Egan.  ESSER funds will be used to pay for it.  Hanefeldt moved to approve the purchase of the Egan floor scrubber for $7,524.17.  Seconded by Key.  RCV:  6-0.  Motion Carried.

1. Our current board policy book is through NASB.  We currently use KSB Law as our legal services and there are several differences in the policies between the two and costs $500 every time we have to update a policy.  If we purchase the KSB policy manual we will receive policy updates caused by legislative changes for free.  The manual will cost $9,500 but we will get $1,000 in credit for policies we already bought.  Kuhlman moved to switch to the KSB policy manual.  Seconded by Burns.  RCV:  6-0.  Motion Carried.  Superintendent Weber will contact KSB to find out the smoothest way to make the transition.  

1. CCPS has a full team trained in threat assessment and Safe2Help.  Safe2Help is an anonymous reporting program which allows students and parents to make reports about student safety or wellness.  Superintendent Weber also had the board look at the main entrance to brainstorm ideas on how we could make a double entrance.  Research shows that a double entrance is the most effective way of keeping those inside a school safe.    

1. Creighton hosts conference wrestling on January 19^th and district speech on March 6^th.  There will be no school days for students and professional development days for teachers.  Key moved to approve the 2^nd semester calendar changes.  Seconded by Hanefeldt.  RCV:  6-0.  Motion Carried.

1. Borgmann moved to approve the Creighton Teacher’s Association request to be the exclusive bargaining agent for the non-supervisory certificated staff for the 2024-2025 school year.  Seconded by Burns.  RCV:  6-0.  Motion carried.  

1. Borgmann moved to approve the registrations of Burns and Key for the new board member workshop in Norfolk on December 14.  Seconded by Kuhlman.  RCV:  6-0.  Motion Carried.  

1. The board discussed noncertificated staff pay and how the beginning pay rate is determined.  We are having a hard time filling one position  and may need to raise the wage.  They also discussed how the new minimum wage increases will impact compensation for noncertified staff. 

1. President asked for a motion to enter into executive session to receive, review, and discuss legal advice from the district’s attorney to protect attorney-client privilege in regards to a complaint submitted to the district. Key moved to enter a closed session to discuss, consider, and take all necessary action regarding a complaint submitted to the board and related legal advice.  Seconded by Hanefeldt.  RCV:  6-0.  Motion Carried.  The board entered closed session at 8:24 p.m.  At 8:38 p.m., Borgmann moved to end the executive session.  Seconded by Burns.  RCV:  6-0.  Motion Carried. 

1. The December board meeting is scheduled for the same time as the Christmas programs.  Burns moved to change the December board meeting to noon on December 12.  Seconded by Borgmann.  RCV:  6-0.  Motion Carried.  

At 8:43 p.m., Borgmann moved to adjourn the meeting. Seconded by Kuhlman.  RCV:  6-0.  Motion Carried.  The next regular meeting of the Board of Education will be held on Monday, December 12, 2022, at 12:00 p.m. in the High School Library.
