Minutes- August 20, 2020
A budget workshop of the Board of Education of the Creighton Community School District No. 13 was held on August 20, 2020 at 7:00 p.m. in the High School Library.
Notice of the meeting was given in advance thereof by publication in the Knox County News, as shown by the Affidavit of Publication attached to the minutes. Notice was also hung at the City Offices, front door of the high school, and front door of the elementary.
Notice of the meeting was simultaneously sent to all the members and a copy of their acknowledgment and receipt of notice and agenda is attached to these minutes. Availability of the agenda was communicated in the advance notice as was the notice to the members of this meeting. All proceedings hereafter shown were taken while the convened meeting was opened to the attendance of the public. The agenda for the meeting is attached and incorporated into these minutes.
President Morrill called the meeting to order at 7:00 p.m.
Morrill announced that the Open Meeting Laws Act Poster was displayed on the wall.
Members present: Kay Morrill, Duane Fanta, Matt Fritz, Amy Borgmann, and Greg Kuhlman. Dixie Hanefeldt was absent.
Others Present: Superintendent Thompson and Secretary Hoffman
The pledge of allegiance was said.
Borgmann moved to approve the agenda. Seconded by Fritz. RCV: 5-0. Hanefeldt absent. Motion Carried.
Fanta moved to approve the minutes from August 10. Seconded by Fritz. RCV: 5-0. Hanefeldt absent. Motion Carried.
- Fanta moved to transfer $150,000 to the depreciation fund to be used for the new roof. Seconded by Borgmann. RCV: 5-0. Hanefeldt absent. Motion Carried.
- Superintendent Thompson shared information on levied fund current balances and proposed expenditures for the 2020/21 school year. He also shared possible larger future needs that may require a small levy amount for the years prior to the expenditures. The total valuation for next year decreased by approximately two million dollars from $510,452,374 to $508,673,872. Every penny levied on the tax base is $50,867.00 of taxes to the district. Superintendent Thompson shared with the board a proposed budget and tax request. The board discussed balances and possible monies needed in each of the funds: General Fund, Special Building Fund and Quality Capital Purpose Undertaking Fund (QCPUF). After much discussion, the board proposed no money levied on the QCPUF, approximately $0.01 on the Special Building Fund, which was significantly depleted with the 2019/20 roofing project, and $0.78 on the General Fund for a tax asking of approximate $4 million to cover the proposed budget for 2020/21. Superintendent Thompson then computed several fractional cent options to best fund the district. The board agreed on 0.789337 for the General Fund and 0.009929 on the Special Building Fund.
