September 27th Special Board Meeting Minutes
A special meeting of the Board of Education of the Creighton Community School District No. 13 was held on September
27, 2022, at 12:00 p.m. in the High School Library.
Notice of the meeting was given in advance thereof by publication in the Knox County News, as shown by the Affidavit
of Publication attached to the minutes. Notice was also posted at the City Offices, front door of the high school, and
front door of the elementary school.
Notice of the meeting was simultaneously sent to all the members and a copy of their acknowledgment and receipt of
notice and agenda is attached to these minutes. Availability of the agenda was communicated in the advance notice as
was the notice to the members of this meeting. All proceedings hereafter shown were taken while the convened
meeting was opened to the attendance of the public. The agenda for the meeting is attached and incorporated into
these minutes.
President Fanta called the meeting to order at 12:01 p.m. He announced that the Open Meeting Laws Act Poster was
displayed on the wall at the entrance.
Members present: Duane Fanta, Greg Kuhlman, Dixie Hanefeldt, Erik Burns, Amy Borgmann, and Toni Tauber.
Others Present: Superintendent Weber, Principal Nilson, Secretary Hoffman and district patrons
The Pledge of Allegiance was recited.
Kuhlman moved to approve the agenda, seconded by Kuhlman. RCV: 6-0. Motion Carried.
Marilyn Gottsch, Janelle Fuchtman, Mark Wilmes and Jane Wilmes all spoke during public comment concerning the
property tax levy increase.
There was no consent agenda.
Discussion/Action Items:
A. Superintendent Weber gave a synopsis of what he had shared at the public hearing on Monday, Sept. 26. The
district is looking at increases in insurance, salaries, inflation, increasing SPED costs, and reducing an annual
budget deficit. He shared a new proposed budget for $100,000 less, which would drop the levy by
approximately two cents. Kuhlman moved to approve the new proposed $100,000 lower budget. Seconded by
Burns. RCV: 6-0. Motion Carried.
B. The new proposed tax levy with the two cent decrease would set the general fund levy at $0.888226. The total
tax asking will be $4,646,465.00. The budget increase for next year is 2.44%. Borgmann moved to approve the
2022 tax request resolution. Seconded by Hanefeldt. RCV: 6-0. Motion Carried.
C. Two board members brought up concerns that the board president overstepped his authority on the purchase
of a new van and the events leading up it. They shared more concerns about a single board member acting on
behalf and completing business transactions on behalf of the district. The board also discussed vehicle
purchasing in the past and what current policy states. Future transportation needs were also discussed.
Kuhlman moved to approve the purchase of the 2019 Chevy passenger van from Pony Express Ford for the
amount of $43,000. Seconded by Hanefeldt. RCV: 4-2 Hanefeldt – yes, Kuhlman – yes, Tauber – no, Borgmann
– no, Burns – yes, and Fanta – yes. Motion Carried.
At 1:35 p.m., the meeting was adjourned. The next regular meeting of the Board of Education will be held on Monday,
October 10, 2022, at 12:00 p.m. in the High School Library.
