September 2022 Board Meeting Minutes (Regular and Budget Hearing)
Special Meeting
The special meeting of the Board of Education of the Creighton Community School District No. 13 was held on
September 12, 2022, at 7:45 p.m. in the High School Library.
Notice of the meeting was given in advance thereof by publication in the Knox County News, as shown by the Affidavit
of Publication attached to the minutes. Notice was also posted at the City Offices, front door of the high school, and
front door of the elementary school.
Notice of the meeting was simultaneously sent to all the members and a copy of their acknowledgment and receipt of
notice and agenda is attached to these minutes. Availability of the agenda was communicated in the advance notice as
was the notice to the members of this meeting. All proceedings hereafter shown were taken while the convened
meeting was opened to the attendance of the public. The agenda for the meeting is attached and incorporated into
these minutes.
President Fanta called the meeting to order at 7:48 p.m. He announced that the Open Meeting Laws Act Poster was
displayed on the wall at the entrance.
Members present: Duane Fanta, Greg Kuhlman, Dixie Hanefeldt, Erik Burns, Amy Borgmann, and Toni Tauber.
Others Present: Superintendent Weber, Principal Nilson, Secretary Hoffman and district patron
Superintendent Weber shared that the proposed budget has been published. The meeting was opened up for public
comment but there was none. The budget will be approved on September 27, following the property tax hearing the
night before.
At 7:48 p.m., Borgmann moved to adjourn the meeting. Seconded by Hanefeldt. RCV: 6-0. Motion Carried. The next
regular meeting of the Board of Education will be held on Monday, October 10, 2022, at 12:00 p.m. in the High School
Library.

Regular Meeting

The Pledge of Allegiance was recited.
Tauber moved to approve the agenda, seconded by Kuhlman. RCV: 6-0. Motion Carried.
There was no public comment.
Reports:
A. Superintendent Weber stated that we are waiting to hear back on the ECF grant for $125,000 for personal
computer devices. He reminded the board about the joint budget hearing. We are continuing to work on the
mental health plan for the district. The ESU is providing support to create the plan. He shared the mental
health screener that will be sent out to test class parents.
B. Principal Nilson shared that NSCAS testing was starting on Tuesday. The inservice on Friday will cover
curriculum alignment, standards, and student engagement.
C. President Fanta shared information on the NASB conference he attended in Norfolk.
D. There was no correspondence.
Burns moved to approve the consent agenda consisting of the monthly financial reports and bills (pulling out the
Creighton Auto and Creighton 59 bills) and the August 8th and 29th board minutes. Seconded by Hanefeldt. RCV: 6-0.
Motion Carried. Kuhlman moved and Hanefeldt seconded paying the Creighton Auto and Creighton 59 bills. RCV: 4-0-2
Kuhlman – yes, Borgmann – abstain, Burns – yes, Fanta – yes, Hanefeldt – yes, Tauber - abstain. Motion Carried.
Discussion/Action Items:
A. Superintendent Weber shared that the policy committee met prior to the board meeting to review the option
enrollment policy. The proposed policy from KSB would allow the district to deny option enrollments if it cause
new staff to be hired or new equipment to be purchased, require rearrangement of caseloads, pose a threat to
school safety or pose a risk of adversely affecting the quality of education for resident students. Burns moved to
approve the first reading of 5004 Option Enrollment. Seconded by Tauber. RCV: 6-0. Motion Carried.
B. The October board meeting is the same time as the Knox County volleyball tournament. The board agreed to
move the meeting to October 10 at noon in the high school library.
C. Upcoming board conferences were discussed.
At 8:16 p.m., Borgmann moved to adjourn the meeting. Seconded by Hanefeldt. RCV: 6-0. Motion Carried. The next
regular meeting of the Board of Education will be held on Monday, October 10, 2022, at 12:00 p.m. in the High School
Library.
