August 2022 Budget Workshop Minutes

A special meeting of the Board of Education of the Creighton Community School District No. 13 was held on August 29,
2022, at 7:30 p.m. in the High School Library.
Notice of the meeting was given in advance thereof by publication in the Knox County News, as shown by the Affidavit
of Publication attached to the minutes.  Notice was also posted at the City Offices, front door of the high school, and
front door of the elementary school.
Notice of the meeting was simultaneously sent to all the members and a copy of their acknowledgment and receipt of
notice and agenda is attached to these minutes.  Availability of the agenda was communicated in the advance notice as
was the notice to the members of this meeting.  All proceedings hereafter shown were taken while the convened
meeting was opened to the attendance of the public.  The agenda for the meeting is attached and incorporated into
these minutes.
President Fanta called the meeting to order at 7:30 p.m. He announced that the Open Meeting Laws Act Poster was
displayed on the wall at the entrance.
Members present: Duane Fanta, Greg Kuhlman, Erik Burns, Toni Tauber and Amy Borgmann. Kuhlman moved to excuse
Dixie Hanefeldt. Seconded by Borgmann. RCV: 5-0. Motion Carried.
Others Present:  Superintendent Weber, Principal Nilson, and Secretary Hoffman
The Pledge of Allegiance was recited.
Borgmann moved to approve the agenda, seconded by Kuhlman. RCV: 5-0. Hanefeldt excused. Motion Carried.
There was no public comment.
Reports:
A. Superintendent Weber shared that local EMTs and firefighters toured the school to review locations of shutoffs,
etc. Staff will be completing seizure training later this week. The lights that don’t work of the football field will
be replaced with LED lights. Staff attended an inservice the first week of school discussing creating a safe,
productive environment and comment expectations throughout the building.
B. A thank you for the McDowell Trust was received from Mallory Nielsen.
Tauber moved to approve the consent agenda consisting of end of the year bills. Seconded by Kuhlman. RCV: 5-0.
Hanefeldt excused. Motion Carried.
Discussion/Action Items: 
A. Superintendent Weber led the budget workshop. The budget is due September 30. Our total valuations were
up about fifteen million dollars. The largest increases for next year’s budget will be due to the negotiated
agreement, classified raises, and inflation. SPED costs also increased last year over $200,000 from 2020-2021.
The district has been running a deficit for the last few years and we need to start closing that gap. The total levy
will go up about 7.6 cents.
B. Tauber moved to approve end of the year transfers of $65,000 to the depreciation fund and $35,000 to the
activities fund. Seconded by Burns. RCV: 5-0. Hanefeldt excused. Motion Carried.
C. The joint public hearing for Knox county is on September 26. The board needs to meet after that to approve the
budget. Tauber moved to hold a special meeting on September 27 at noon to approve the budget. Seconded by
Kuhlman. RCV: 5-0.
At 8:36 p.m., Burns moved to adjourn the meeting. Seconded by Borgmann. RCV: 5-0. Hanefeldt excused. Motion
Carried. The next regular meeting of the Board of Education will be held on Monday, September 12, 2022, at 8:00 p.m.
