August 2022 Regular Meeting Minutes

The regular meeting of the Board of Education of the Creighton Community School District No. 13 was held on August 8,
2022, at 7:00 p.m. in the High School Library.
Notice of the meeting was given in advance thereof by publication in the Knox County News, as shown by the Affidavit
of Publication attached to the minutes.  Notice was also posted at the City Offices, front door of the high school, and
front door of the elementary school.
Notice of the meeting was simultaneously sent to all the members and a copy of their acknowledgment and receipt of
notice and agenda is attached to these minutes.  Availability of the agenda was communicated in the advance notice as
was the notice to the members of this meeting.  All proceedings hereafter shown were taken while the convened
meeting was opened to the attendance of the public.  The agenda for the meeting is attached and incorporated into
these minutes.
President Fanta called the meeting to order at 7:00 p.m. He announced that the Open Meeting Laws Act Poster was
displayed on the wall at the entrance.
Members present: Duane Fanta, Greg Kuhlman, Dixie Hanefeldt, Erik Burns, and Amy Borgmann. Kuhlman moved to
excuse Tauber. Seconded by Borgmann. RCV: 5-0. Motion Carried.
Others Present:  Superintendent Weber and Secretary Hoffman
The Pledge of Allegiance was recited.
Kuhlman moved to approve the agenda, seconded by Hanefeldt. RCV: 5-0. Tauber excused. Motion Carried.
There was no public comment.
Reports:
A. Superintendent Weber explained the new process for the budget hearing. We have several new students
enrolling for the 2022-2023 school year. A new teacher inservice day, regular inservice days, and an inservice
with Dr. Phil Campbell will all be held in the next two weeks. Work on the track is scheduled to begin in
October.
B. Principal Nilson’s report shared that the new pole vault pit arrived, fall sports started with fourteen out for
football, twenty for volleyball. NSCAS testing will have a new format this year with the opportunity to test
multiple times during the year. Safety procedures will be reviewed with teachers next week.
C. There was no president’s report.
D. A thank you for the McDowell Trust was received from Christen Curtis.
Kuhlman moved to approve the consent agenda consisting of the monthly financial reports and bills (pulling out the
Burns Lumber bill), July board minutes, approval of 10+ consecutive days sub pay, approve 22-23 bus routes, set adult
meal prices and adopt change to fee policy accordingly, approve KSB as the district legal counsel for the 2022-2023
school year, and approve Dana. F. Cole as the school auditor and for the audit for the 2022-2023 school year. Seconded
by Hanefeldt. RCV: 5-0. Tauber excused. Motion Carried. Borgmann moved and Kuhlman seconded paying the Burn’s
Lumber bill. RCV: 4-1 Kuhlman – yes, Borgmann – yes, Burns – abstain, Fanta – yes, Hanefeldt – yes. Motion Carried.
Tauber absent.
Discussion/Action Items: 
A. Superintendent Weber explained that we can use QCPF to replace the window frames in the preschool room
due to their being moisture/mold problems. Hanefeldt moved to approve the use of QCPF to replace the
window frames in the preschool room. Seconded by Burns. RCV: 5-0. Tauber absent. Motion Carried.
B. Complaint policy 1005.01 was renumbered to fit our existing policy book. Hanefeldt moved to approve the
second and final reading of Complaint Policy 1005.01. Seconded by Burns. RCV: 5-0. Tauber excused. Motion
Carried.

C. Since the final reading of policy 1005.01 was approved, we can remove policies 404.05E1 (Complaint Form) and
402.05 (Employee Grievances) from our policy manual. Hanefeldt moved to remove policies 404.05E1 and
402.05 from the policy manual. Seconded by Borgmann. RCV: 5-0. Tauber excused. Motion Carried.
D. Hanefeldt moved to approve bus route pay of $60 and an increase of 50 cents per hour for classified staff that
drives a set route. Seconded by Kuhlman. RCV: 5-0. Tauber excused. Motion Carried.
E. Superintendent Weber shared that we have seen a good increase in resident and option students this summer.
Our special education teachers all have large caseloads. Many schools have policies in place that set capacity
limits for grade levels or programs for students optioning in if they will cause a need for additional staff, etc.
The policy committee will look at a policy that KSB is sending us.
F. Kuhlman moved to formally recognize the Creighton Teacher’s Association as the district’s teacher collective
bargaining agent for the 2023-2024 school year. Seconded by Hanefeldt. RCV: 5-0. Tauber excused. Motion
Carried.
G. The board set the budget workshop for August 29 at 7:30 pm. The budget hearing will be on September 12 at
7:45 p.m. and the September board meeting will be held following at 8:00 that night.
H. Borgmann moved to approve Fanta and Burns for the August 31 NASB meeting in Norfolk. Seconded by
Hanefeldt. RCV: 5-0. Tauber excused. Motion Carried.
At 7:51 p.m., Borgmann moved to adjourn the meeting. Seconded by Hanefeldt. RCV: 5-0. Tauber excused. Motion
Carried. The next regular meeting of the Board of Education will be held on Monday, September 12, 2022, at 8:00 p.m.
